Brief Bio: From one of the royal families of Old Equestria, a living but Forgotten Legend, Greylak WindStorm, watches from small house near the edge of an unknown forest for the last 15 years. Not much has been done to stop him until he finally had enough and decided to venture out of his home. Before leaving, he put on his old armor that carries the Old Equestrian Symbol of the Sun and the Moon, a symbol from an era before Equestria and the Two Princesses. He also took with him his sword, the Western Winds. With this, he leaves his house to venture out into this new era of the Divide. The Storm of the West, Knight of Old, and Forgotten Legend, has come back to the era of the Divide.
Motive: To unite Equestria once again and bring back its rightful rulers.

If I were the GM of this RP, i'd say that you should give him only one ability. I'm not saying your OC shouldn't have powers, as that would be hypocritical, but maybe you should cut back on it, to prevent OP-ness.

No this is actually all under one one ability. Wind, Lightning, and water are the elements of a Storm. So if he controls can control a storm, he can control lightning wind and water. 3 elements of a storm. And its not hypocritical if you read this: Greylak's OC

How about he can summon storms instead of controlling them? And how is he able to use his ability?

Let's look at a bit of history here as I pull it out of a certain OC character description. He was born into an Alicorn family that has the ability to control storms, or atleast different aspects of it. He was suppose to be born as an Alicorn but there was a birth defect and he became a Pegasus instead. Pegasi and Earth ponies can't use magic because they don't have a certain medium to cast it with, the horn. I mentioned that another Alicorn taught him out to use magic through different means but I didn't put that there since he is mainly warrior based. As for the ability to do control storms is more of a natural ability to him. Every single member of his family can do it, even the Alicorn defect/Pegasus. You know how there are certain ponies with strange powers that is unrelated to what they are, well Storm is almost like that.
He can control different aspects of the storm one at a time if you want it more detailed, but in a general aspect he basically controls storms. And how he does it is through his will, his mind. Its almost like using the force, you use your mind. He cannot however summon a storm because basically one will appear in almost every battle he will be in. If there was a book about him, it would talk about how every time Storm goes into battle, there is a storm above the battlefield indicating the Storm of the West is here. Literally, its a storm that just follows him and appears whenever Storm is about to join a battle. Oh yes, one more thing, his sword, Western Winds, is a medium for controlling wind and amplifying that power, but like I said, he can only do that power one at a time so he wont be blowing back his enemies while at the same time blasting them with lightning or drowning them in water. And since he has one sword to help him control wind, he mostly uses wind. So he basically uses the Western Winds help control wind, while using the other aspects with his mind, but can only use one ability one at a time. You understand now?

Storms would be acceptable in an umbrella term, but would be vastly weakened to mere cloud-shifting (which you already had as a pegasus) and the generation of small lightning and water currents. In the fluff, Ponyville is sunken beneath the torrential downpour that was the initial pegasus attack on Earthborn forces, and has been that way since. Aside from that, looks good! Oh, and one more thing... KEEP OOC IN THE OOC BOARD, ESPECIALLY YOU NORTH WIND
